How to Qualify for the Program:

Admission and Enrollment
Our preschool programs provide services to 3 and 4 year old children who meet the income guidelines established by (CDE/CDD). Families eligible under State guidelines are enrolled based on rating criteria provided by CDE/CDD. ADMISSION FOR PRESCHOOL IS NOT GIVEN ON A FIRST COME FIRST SERVED BASIS.
A "3" year old child is defined as a child who turns 3 on or before October 1st of the current program year. A "4" year old child is defined as a child who turns 4 on or before October 1st of the current program year.

This program does not discriminate on the basis of sex, sexual orientation, gender, ethnic group identification, race, ancestry, national origin, religion, color or mental or physical disability.

Income Guidelines


Income Documentation

Total countable income is required for enrollment. Total countable income means income for all of the individuals counted in the family size for the month preceding certification or recertification. For example:

  • Gross wages or salaries
  • Overtime
  • Tips
  • Cash Aid
  • Child support payment or alimony received
  • Portion of student grants or scholarships used for living cost
  • Workers compensation, disability or unemployment compensation
  • Foster Grant payments
  • Housing or automobile allowances
For Self Employed persons, please provide as many of the below as necessary to determine your income:
  • Letter from the source of Income
  • Copy of the most recently signed and completed tax return
  • Other business records, such as ledgers, receipts or business logs

Family Size

Supporting documentation regarding the number of children and parents in the family must be provided. This shall be at least one of the following:
  • Birth certificate
  • Child custody court order
  • Adoption documents
  • Foster Care placement records
  • School or medical records
  • County welfare department records
  • Other reliable documentation indicating the relationship of the child to the parent

Single Parent Family

When only one parent has signed the Application for Services and the information provided indicates the child in the family has another parent whose name does not appear on the application, then the presence of absence of that parent shall be documented. Supporting documentation of the presence of absence of the other parent must be any one of the following:
  • Records of marriage, divorce, domestic partnership or legal separation
  • Court-ordered child custody arrangement
  • Evidence that the parent signing the application receives child support payments
  • Rental receipts or agreement contracts, utility bills or other documents for the residence of the family indicating that the parent is the responsible party
  • Any other documentation, excluding a self-declaration, to confirm the presence or absence of the parent of the child in the family
If due to a recent departure of a parent from the family, the remaining applicant parent may submit a self-declaration under penalty of perjury explaining the absence of that parent from the family. Within six months of applying or reporting the change in family size, the parent must provide one of the above supporting documentations.

Child Protective Services (CPS)

If the child is under protective services, a written referral dated within six months of the application for services is needed that includes:
  • A statement from the local county welfare department, child welfare services worker certifying that the child is receiving CPS and that the State
  • Preschool program is a necessary component of the CPS service plan. Probable duration of the CPS service plan
  • Name, address, phone number and signature of the county child welfare staff

At Risk

If the child is at risk, a written referral dated within six months of the application for services including:
  • A statement by a State licensed qualified professional (medical, health or social services professional) that the child is at risk of abuse and neglect and that State Preschool services are needed to reduce or eliminate that risk.
  • Probable duration of the at risk situation
  • Name,address, phone number and signature of the legally qualified professional

How Families are Selected

Each MCOE State Preschool maintains an Eligibility (waiting) list. All families are ranked based on the family size and gross income. Enrollment is determined by admission ranking priorities set by CDE/CDD in the following order:
  1. Children referred by Child Protective Services or children who are at risk of being neglected, abused or exploited.
  2. Income eligible 4 year old children, lowest income first
  3. Income eligible 3 year old children, lowest income first
  4. When two or more families have the same income, the family that has a child with exceptional needs shall be admitted first
  5. If none of the families with the same income ranking has an exceptional needs child, the family that has been on the eligibility list the longest shall be admitted first

Enrollment Process

Parents will submit an application to State Preschool. Parents will receive notification by mail, phone or in person to begin the enrollment process. All paperwork and forms must be completed for a child to attend State Preschool. Documentation listed below is necessary to enroll your child.
  1. Complete the enrollment application and packet
  2. Provide income verification
  3. Provide the child's immunization records
  4. Read and sign the Admissions Agreement
  5. Complete the food service application
A Notice of Action will be issued when the certification paperwork is complete, notifying you that your child is accepted into the program. Within 30 days of enrollment you must provide a copy of a health screening for your child. MCOE reserves the right to ask for additional documentation to verify income.

How to Continue in the Program

Abide by all Agency Policies, Procedures and Program Requirements. Provide notification of change of residence and/or phone numbers.


All families shall be recertified for each program year. New income verification, employment information and completion of all enrollment forms are required to continue for the next program year. For eligibility based on 'At Risk', recertification shall be within three months.
